摘　　要：文章运用条件价值评估方法(Contingent Valuation Method,CVM),通过发放调查问卷及入户访谈的形式,对实施棉花时令科技及管理短信生成辅助系统的必要性和可行性进行调查,并对所得的支付意愿值进行有效性分析。结果表明,农事科技短信服务能够反映农村信息化发展进程中的信息服务需求和用户特点,农民的支付意愿较高,对提高信息服务质量和效果,推进新农村的信息化建设是必需和有益的。Through questionnaires and home interviews, the necessity and feasibility of SMS of cotton seasonal cuhivating technology and management auxiliary system was evaluated using CVM method. Effectiveness of farmers＇ willingness to pay for service was also analyzed in the paper. The results showed that agricultural science and technology SMS reflected the demand for information services and users＇ characteristics in the development of rural information technology information service, the farmers＇ willingness to pay appears high, so it is necessary and useful to improve the quality and effectiveness of information services and to promote the information construction in new rural.
