天津市末级渠系农业水费补贴机制的思考

摘　　要：介绍了农村税费改革以来天津市末级渠系面临着管理不力、投入不足等问题,虽然进行了水价改革等积极有效的探索与实践,取得了一定成效,但仍有些问题亟待解决。最后,提出建立水费补贴基金、加大节水工程和计量设施建设、进一步推行农民用水者协会组建工作等建议。Since the reform of agriculture taxes and fees, it is found that maintenance of end-canal system in Tianjin is not enough and lack input. Although some achievewent has been made along with water prieing reform, no solution is given to some problems. At last, to set up the fund of water tariff, construct water-saving objection and set up farmer water user associationst was suggested.
