摘　　要：随着中国互联网业的迅猛发展,"公民新闻网"成为了我们日益关注的新闻术语。越来越多的普通受众通过"公民新闻网"的形式传播他们周边的新闻事件、发表自己的观点。由于互联网领域"把关人"的缺失,"公民新闻网"在言论自由的同时出现了不少问题。在这种过分自由的网络"拟态环境"下对"公民新闻网"规制,既是可行的,又是必然的。With the development of Chinese internet industry,＂Civil News Web＂ has gradually become a news term attracting more and more attention. A growing number of common audiences transmit news events and deliver personal opinions on issues occuring around themselves. Due to the lack of press - supervisors, there occurred lots of problems at the same time while enjoying speech freedom. Under such a freedom of ＂Visual Environment of the Internet＂ ,the essay holds that it is necessary and feasible to regulate the ＂Civil News Web＂.
