摘  要:水库防凌补偿效益是以明确水库与相关对象权利与义务关系为目的的,科学合理计算防凌补偿效益是基础。本文通过分析黄河上游梯级水库群中大柳树水库的防凌补偿效益,计算得到消减宁蒙河段凌灾、提高防护对象防凌标准和防凌安全、补偿上游梯级水库发电和补偿刘家峡水库下游综合用水四种补偿效益最小值依次为1.320亿元/年、0.1072亿元/年、2.0246亿元/年和0.9925亿元/年,进而得出大柳树水库防凌补偿效益最小值4.4443亿元/年。Compensation benefit of preventing ice jam in reservoir is aimed to distinguish the rights and obligations between reservoir and related parties, the obligation depends on calculating compensation benefit scientifically and rationally. Minimum compensation benefit of preventing ice jam in Daliushu reservoir is analyzed and computed. The compensation benefit of eliminating ice jam disaster in Ningmeng river reaches is 132 million yuan per year, the compensation benefit of improving the standard for preventing ice jam in Ningmeng river reaches is 10.72 million yuan per year, the compensation benefit of compensating the electricity generation of cascade reservoirs is 202.46 million yuan per year, and that of compensating muhiobjective water use in the down reaches of Liujiaxia Reservoir is 99.25 million yuan per year. The total compensation benefit of preventing ice jam in Daliushu reservoir is 444. 43 million yuan per year.
