低温雨雪冰冻灾害成因分析及农技推广应对策略

摘　　要：分析了宜昌市2008年初遭遇低温雨雪冰冻灾害的成因,既有极端自然因子的影响,又有区域规划严格执行不够、主推品种措施落实不够、标准化生产技术到位不够、常规技术掌握不够、基层农技推广人员不够等人为因子的影响。提出了坚持农技推广法定原则、加大种子管理规范工作力度、大力推广标准化生产技术、深入实施农业科技入户工程、积极完善基层农技推广公益性服务体系的应对策略,提高农业防灾减灾能力。Yichang city in early 2008 suffered from low-temperature freezing rain and snow disaster. There are extreme natural causes, what＇s more, unenforced regional planning, lack of pushing the main varieties to implement , lack of standardization of production technology,lack of conventional techniques, lack of grass-roots agricultural extension staff also contribute to this disaster. This paper put forward the adherence to the legal principles of technology extension, increase the intensity of management of the seed, promotion of standardization of production technology, in-depth implementation of agricultural science and technology-home project and active improvement of the grassroots level to promote public welfare ATM service system to deal with strategies to improve disaster prevention and reduction of agricultural capacity.
