摘　　要：面对日趋严峻的恐怖主义威胁,英国不断加大对国家反恐体系的现代化改造力度,发展和完善国家反恐预警机制,不断加大反恐投入,加强安全情报队伍和反恐专门力量建设,增进和改善反恐预警能力;适时进行反恐怖立法的制定和修订工作,为本国反恐怖主义斗争提供法律保障。这些都对我国反恐工作有着积极的借鉴意义。This paper takes a research on the early warning mechanism for counter- terrorist in Britain. The national counter- terrorist system has been lransformed through modernized investment processes continuously, and the early warning mechanism for national counter - terrorist has been developed and perfected in Britain. We should focus on the general functions and essential factors that are helpful for the direct mechanism of the early warning to meet for counter - terrorist in Britain. The specific factors of countermeasure are as follows ： to fulfil the functions of direct with useful resources fully ; to enhance and perfect the abilities of early warning ; to take legislation concerned to keep a regulation of action and a lookout of day to day on the basis of actual combat. That is useful for China to rationalize the early warning mechanism for counter- terrorist.
