摘　　要：南京在构建区域国际研发中心方面具有得天独厚的条件。南京应从实际和现有优势出发,加大对地区总部型和独立外资研发中心的政策倾斜力度;强化研发的集聚效应,集中力量打造国际化软件城;制定和完善专利制度,实施南京知识产权战略;充分利用全球R&D网络上的技术资源;建立科学的引进外资技术评估体系。Founding the region international R＆D center in Nanjing has the advantageous condition. Nanjing should embark from actual and the realistic superiority and enlarge to the local headquarters and independent foreign capital R＆D center policy inclined dynamics; strengthened research and development accumulative effect, concentrate efforts to make internationalization software city; formulation and perfect patent system, implements the Nanjing intellectual property rights strategy; use the techno- logical resource in global R＆D network fully; establish science introduction foreign capital technology assessment system.
