摘　　要：在怒江水电建设移民安置用地需求量预测及供地潜力分析的基础上，确立了怒江水电建设移民安置用地2004—2020年的规划方案：近期（2010年）全州大中型水电建设移民安置用地总面积为2068．50hm^2，其中农用地1891．20hm^2，建设用地177．30hm^2；到规划中期年（2015年），全州水电移民安置用地总面积为2666．48hm^2，其中农用地2437．92hm^2，建设用地228．56hm^2；到规划期末（2020年），全州大中型水电建设移民安置用地总面积为3622．33hm^2，其中农用地3311．84hm^2，建设用地310．49hm^2。提出实现怒江水电建设移民安置用地规划在法律法规、行政管理、经济扶持、社会监督和技术管理等方面的15个具体保障措施。Based on analysis of the land demand for resettlement due to the Nujiang River hydropower construction, and the land support potential, the land planning scheme from 2004 to 2020 for Nujiang River Hydropower construction-related resettlement is established. During the early stage （2010）, the total land for resettlement is 2068.50hm^2, including 1891.20hm^2 of agricultural land and 177.30 hm^2 of construction land. In the middle stage （2015）, the total land is 2 666.48 hm^2, including 2 437.92 hm^2 of agricultural land and 228.56 hm^2 of construction land. During the later stage （2020）, the total land for resettlement is 3 622.33 hm^2, including 3 311.84 hm^2 of agricultural land and 310.49 hm^2 of construction land. Safeguard measurements of land planning for Nujiang River Hydropower construction resettlement are proposed, including 15 specific laws and regulations, and ideas for administrative structure, economic support, social supervision and technical management.
