摘　　要：中国法律文化现代化伴随着市场经济体制的完善的进程,突出和合理调节最广大人民的根本利益,通过行政法治与政策过程现实地结合起来。另外,加入世界贸易组织从外部推动了中国法律文化现代化与政策过程的结合。从人治走向法治的中国在今后必然推动公共政策的科学化、民主化。Given the increasingly perfect market economy system, the modernization of China＇s legal culture tries to highlight and reasonably adjust the interests of the majority of the people and get itself actually inter-connected by virtue of administration, law and the policy process . In addition, China＇s entry into WTO also promotes the combination of the modernization of Chinese legal culture and the process of policies from outside. China, during the course of its transition from being ruled by human to being ruled by law, should make the public policies more scientific and democratic.
