摘  要:公私合作制(Public-Private Partnership)的概念由英国最早提出,之后在全球范围内得到了推广和应用,然而公私合作制的概念并没有统一的认识。本文阐述了对公私合作制的理解,并从公共产品理论、政府管制理论以及项目区分理论分析了私人部门进入轨道交通行业的可能性,政府部门监管公私合作制的必要性,轨道交通公私合作制的可行性。The concept of public-private partnership(PPP) was first put forward by a Britain,and then,PPP was spread and applied worldwide.However,experts have not got the same concept of PPP.The paper tells us different ways of understanding PPP in fact,which helps us catch the problems in PPP further and better.Public good theory,government regulation theory,and item division theory respectively analyze the possibility of that private sectors entered into rail transit.The necessity of that public sectors supervise PPP,and the feasibility of PPP is implemented in the rail transit.Moreover,in our country,some experience about rail transit's PPP has accumulated,and this paper introduces three different rail transit's PPP models from Beijing,Shenzhen and Shanghai respectively.
