高校科研管理:基于国家创新体系理论的分析

摘　　要：高校科研在国家创新体系中具有特殊的地位与作用。在现行的高校科研管理机制中存在着一些问题,从国家创新体系的理论与实践出发,可以采取以下措施加以改进:(1)围绕创新,树立新的管理理念;(2)建立动态的科研绩效评价机制;(3)实施灵活的激励机制;(4)完善高校科研的交流与合作机制;(5)提高高校科研管理人员的素质和能力。Scientific research in higher learning institutions plays a significant role in the national innovation system. Problems exist with the management mechanism of scientific research. The paper holds in the theoretical and practical perspective of the state innovation system that such measures be taken to handle the existing issues as adoption of fresh management concepts, setup of dynamic evaluative mechanism, implementation of flexible stimulus, perfection of inter-campus exchange and cooperation, and improvement of faculty＇s quality and capability involved.
