兰州市土地利用结构优化研究

摘　　要：采用灰色多目标规划法对兰州市土地利用结构优化进行了研究。研究结果表明:在耕地规模约束的条件下,土地利用结构优化解的存在及其合理性由粮食单产和人均粮食占有目标决定。在人均粮食占有目标为450 kg/人的小康水平下,与规划基期相比,提高粮食单产、控制性减少耕地面积的土地利用结构优化策略具有现实可行性。在耕地规模不约束的条件下,粮食单产保持现状或者小幅度提高,均需要大幅度增加耕地面积才能在温饱、小康、富裕3个人均粮食占有目标下得到优化解,而耕地面积的大幅度提高是不现实的;通过提高粮食单产、控制性增加耕地面积等途径追求小康目标的土地利用结构优化方案是比较合理的。从粮食单产增加、耕地规模控制、优化方案实施的可行性,以及土地利用的综合效益等方面进行方案优选,确定了符合兰州市经济、社会、生态效益的优化方案Ⅱ为2010年土地利用结构优化调整方案。提高土地利用的集约水平、开展提高耕地质量的土地开发整理、充分利用牧草地的生态功能是实现兰州市土地利用结构综合效益优化的可行措施。The optimizing of land-use structure in Lanzhou was studied with gray multi-objective programming .The results show that： When the scale of cultivated land is constrained , the existence solutions of the land-use structure optimization and rationality are decided by the grain yield per hectare and the grain objective per capita .When the grain objective of per capita is 450 kg, compare with the current land use condition , to increase grain yield per hectare and to reduce cultivated land properly are practical and feasible land-use strategy in order to meet the need of the optimizing of land-use structure. When the scale of cuhivated land is not constrained, in order to get the target level optimization solutions of the food and clothing, comparatively well-off and well-off＇s per capita share of grain objective , it requires cultivated land area substantially increase, but the substantial increase the area of cultivated land is not realistic; thus, to increase grain yield per hectare and to increase ctdtivated land properly are practical and feasible land-use strategy in order to meet the need of the optimizing of land-use structure. By increasing grain production per hectare, increasing cultivated land properly, and other means to pursue the goal of a well-off land-use optimizing structure is more reasonable. Finally ,consulting the grain yield per hectare increase, the size of cultivated land control , feasibility of the optimize program＇s implementation, as well as a comprehensive land-use efficiency, and other aspects of the optimization program, choose the program It as the 2010 land-use Optimizing Structure adjustment. This program is tally with economic and ecological benefits of Lanzhou City＇s social. Increasing the intensive land use, progressing the productivity of the cultivated land through land consolidation and implementation the ecologic function of grassland are feasible measures to achieve the comprehensive benefits of land-use-structure optimization in Lanzhou.
