乡镇卫生院在农村医疗卫生服务中的角色定位问题研究——BJ市CC区案例

摘　　要：目前,政府赋予了乡镇卫生院公共服务提供者、村级诊所管理者的角色定位。理论分析说明乡镇卫生院完成角色定位,必须具备两个条件,一是非营利性主体,二是服务具有吸引力或者不存在竞争性的医疗卫生市场。然而,从收入构成和服务供给能力两个角度,对乡镇卫生院角色定位完成状况的经验分析发现,现实中乡镇卫生院不具备完成角色定位的两个条件,而其不具备条件的最根本原因在于财政保障力度的不足。因而,鉴于乡镇卫生院现状与政府定位之间的不协调,政府应重新审视对农村公共卫生的投入政策,为乡镇卫生院的发展创造条件。Currently, the government assigns the provider of public service and administrator of village clinics to the commune hospitals of villages and towns. Theoretical analysis accounts it must take two conditions for the commune hospitals of villages and towns to accomplish the role orientation . One is non-profit subjective status, the other is attractive service or non-competitive market. Nevertheless, empirical analysis from income structure and serviceability demonstrates that the two conditions mentioned above do not exist. The shortage of public finance is the most essential cause. Thus, in view of discoordination between current situation and the role orientation, the government must reexamine rural public health investment policies in order to create developmental conditions for the commune hospitals of villages and towns.
