摘　　要：伴随着信息技术的迅速发展与广泛应用,社会监控的情报特征日益凸显,社会监控超越了凭借人体器官进行监控的模式,而更多地依托技术设备实现持续的、稳定的、全方位的监控。从情报视角出发考察社会监控现象,认为社会监控的实质是情报监控,从情报监控的涵义、情报监控关系的构成要素、情报监控实现的过程以及情报监控的内容与技术手段等方面剖析情报监控的机理,为情报监控现象以及公安情报工作的研究提供理论基础。With the rapidly development and widespread application of the information technology, the information characteristic of the society surveillance is more and more obvious. The social surveillance surmounts the traditional surveillance pattern that relying on the human organs, but more depends on the technical equipment to realize continues, stably, omni-directional surveillance. The paper studies the social surveillance from the perspective of intelligence, and points out that the essence of social surveillance is intelligence surveillance. Then it analyzes the mechanism of intelligence surveillance from the fundamental elements, the process and methods, the information content and technical means of the intelligence surveillance in order to provide basic theory for the research of the information monitoring phenomenon and the public security intelligence.
