摘　　要：节能是中国当前面临的最迫切的问题之一。我国的能源不足问题,只有通过节约能源、提高能源效率去解决,而且最为有效。新加坡在节能方面不仅有政策法规的保障措施,还有着极具操作性的节能方法,非常值得借鉴。中新天津生态城作为天津滨海新区综合配套改革试验的一个重要内容之一,通过开展节能技术的研究,利用科研转化平台,将节能技术、方法等外包到滨海新区甚至更大的区域去做,既为本区创造了经济效益,又为全国节能实践做出了具体指导,同时体现了生态城的特色。To save the energy is one of the most urgent problems to China. To solve the problem of insufficient energy, the only one way is to save with increasing energy efficiency, and this way is most efficient. Singapore not only has energy-saving policies and laws but also has most practical measures to save energy, so it＇s worth copying. As one of the important experimental aspects of Tianjin Binhai New Area （Binhai Xinqu）＇s comprehensive supporting reform, Sino-Singapore Eeo- City takes advantage of research-transforming platform to outsource the energy-saving technologies and methods, which are the outcomes of energy-saving research, to Binhai New Area even other districts. Thus, it can bring economic benefits to Eco-City and make instructions to energy-saving practices, at the same time, it gives expression to the characteristics of ECO city.
