摘　　要：根据"公开是原则,不公开是例外"的指导思想,以信息公开的一般标准——必须公开的信息、经申请可以公开的信息、不得公开的信息这3类信息为研究的入口,以开展理论创新和在实践中寻求突破为研究路径,系统地构建与政府信息公开要求相配套的档案开放制度。According to guiding ideology that the information open is principle, information unopened is an exception ,this paper starts from 3 information categories ： information must be open, people can apply for public information, information shall not be open, and takes theoretical innovation and breathrough in practice as a study path, systemlly buihs the file open system suitable for the requirement of government information open.
