摘 要:工程规则合理性即理想的工程规则应该包含的要素和表现出的特征。工程规则的结果与目标之间的差异是导致工程规则演化的动力。就规则自身而言,工程规则合理性的要素主要表现为:规则内容切题、具有可接受性,规则表达简单明了,规则数量适中、容易得到,规则系统自洽、兼容、开放、交流渠道畅通等。制定理想的工程规则即构建工程规则合理性。规则制定者应该在思想上树立对工程规则的积极观念,引入广义的工程规则评估观念和工程规则问题域,全面考察工程规则及其制定,不断促进工程规则制定过程中的民主参与。Rationality of engineering rules means ideal essences and characteristics of good engineering rules. The differences between the aims and the results in the engineering rules are the engine to follow or violate the rules. As far as rules themselves, the essences of engineering rules should consist of the following aspects; relevant contents; high acceptability; simple and clear representation; optimal quantity; accessibility; consistent,compatible and open system; good communication and etc.. Making the ideal rules is a construction of rationality of engineering rules, which needs rules makers having a positive conception on engineering rules, drawing on a wider evaluation system and a question-set of engineering rules. Besides these, rules makers should have a whole view to look at the engineering rules system, and encourage citizens' participation in rules making.
