东北振兴发展中的能源安全问题研究——兼论东北地区与俄罗斯的能源合作

摘　　要：能源安全问题越来越受到世界各国的重视。中国东北是个能源资源丰富的地区,煤炭、石油、天然气等资源的开采奠定了东北地区重工业的基础,使其成为全国工业化的能源和原材料生产基地。随着经济的发展,近年来东北地区的能源需求不断增加,已由原来煤、电、石油基本自给的地区转变为煤、电不足和石油输入的地区,能源资源已进入枯竭期。而与东北地区接壤的俄罗斯东部地区是世界上能源丰富的地区,从资源、区位、发展前景等多方面具有融入和参与东北老工业基地振兴的充足条件,完全有条件成为东北能源的原料基地。因此,为从区外提高东北地区的能源保障能力,今后要不断加强双方在能源领域的合作。At present, the energy issues have been given more and more concern by all the countries of the world. The Dongbei China is rich in energy resources, and coal oil and gas exploitation has laid foundations for the heavy industry of the Dongbei region and made the region a productive base of energy and raw materials, which is an industrialized base of the country. With economic development, the Donglei＇s energy requirement is increasing in recent years so that the region that was self- suflqcient in coal, electricity and oil has become short of coal and electricity. It has to import oil as it has entered the period of energy resources exhausted. It is contiguous to the eastern area of Russia which is rich in energy and in a condition to provide energy materials for the Dongbei Old Industry Base. For the guarantee of the Base＇s energy demand, the cooperation in energy between the two regions should be further strengthened hereafter.
