促进城乡一体化的公共财政体制对策探讨

摘　　要：探索建立促进城乡一体化发展的公共财政体制,是加快构建强化农业基础长效机制的重要任务之一。近年来,我国财政加大了对三农的投入力度,取得了可喜的成就,然而也存在一些问题,如农民隐性税费负担沉重、财政对三农的投入力度不足、农村公共物品提供的资金投入保障体制尚未建立等。在此基础上,提出了建立适度倾斜于农村的税收制度、建立农村公共物品提供的资金投入保障体制、加大财政用于农业支出的投入规模、理顺财政管理体制、发挥公共财政的杠杆作用等对策。The quest for a public finance system for advancing the integration development of urban and rural areas is one of the important tasks of the construction of long term mechanism of strengthening agriculture foundation. In recent years, China＇s public finance enhanced the finance strength to three dimensional rural issues and many achievements are realized. However, there are also a few problems, such as the heavy concealed tax burden of peasantry, the insufficiency of public finance strength, the absence of finance guarantee system for public goods supply, etc. A few countermeasures are offered, such as to establish rural inclined taxation system, establish finance guarantee system for public goods supply, increase scale of public finance strength to rural areas, perfect public finance management system, exert the leverage power of public finance, etc.
