摘 要:在后石油时代,由于石油需求持续增长、石油价格高位震荡运行和化石能源的巨大消耗加剧环境压力,使得发展可再生能源成为各国优化能源结构、改善环境、促进经济社会可持续发展的重要战略之一。对于中国而言,可再生能源发展既面临着资源丰富、基础良好、政府支持和鼓励等难得的机遇,也存在着技术、装备、政策和管理等诸多方面的问题。为促进可再生能源快速发展,满足我国经济社会对能源的需求,必须首先积极完善配套政策及措施,从制度层面创造适宜的外部市场环境;其次,应通过政府引导结合市场推动,建立对可再生能源持续稳定的市场需求;第三,拓宽融资渠道,给予民营、外资企业同等准入资格和待遇;最后,要积极搭建可再生能源开发利用的科技平台,提高科技自主创新能力。In this post-oil time,people′s demand for oil is constantly increasing,the oil prices are always high but unsteady,and the vast consumption of fossil energy causes greater pressure on environment. Therefore,to develop renewable energy has become one of the most important strategies for a country to optimize its energy structure,improve the environment and boost the sustainable development of economy. China,with its abundant resources,good foundation and government′s support and encouragement,has provided great opportunity to develop the renewable energy. But problems are still there,involving backward technology,equipment and management,etc. This paper puts forward four ways to solve the problems. Firstly,to increase the development of renewable energy and meet China′s economic-social demand for energy,the supporting policies and measures must be completed to create a systematically proper external environment of market. Secondly,together with the development of market demand itself,the government should be a guidance to help produce a constant and steady market demand for renewable energy. Thirdly,financing channels should be widened so that the private enterprises and foreign-capital enterprises can share the equal investing qualifications and treatments. Finally,science & technology independent innovation capability should be greatly improved as a basic platform to develop renewable energy.
