安徽省城市创业环境评价及其优化政策设计——基于GEM框架的实证研究

摘　　要：GEM研究框架将创业环境综合成金融支持、政府政策、政府项目、教育与培训、研究与开发转移、商务环境、市场开放程度、有形基础设施、文化与社会规范等九大因素。文章根据736份专家问卷调查数据,比较分析安徽省17个地市创业环境排序,运用回归方法分析了创业环境因素对创业机会的影响,最后,提出优化城市创业环境的政策建议。GEM framework integrates entrepreneurial environment into nine factors： financial support, government policies, government programmers, education and training, research and development transfer, commercial environment, market openness, tangible infrastruc- ture , culture and social norms. Using data of 736 expert questionnaires, the paper compares and analyzes entrepreneurial environment of seventeen cities in anhui province. By means of regressive analysis, the paper also studies the influence of entrepreneurial environment factors to entrepreneurial opportunity. Finally, it puts forward some policy suggestions for optimizing Anhui Province entrepreneurial envi- ronment.
