近年来我国利用外资的正负效应与提高质量之策

摘　　要：我国经济发展与对外开放均进入新的时期,在对外经济关系方面,不断提高我国在国际分工中的地位,确保我国经济全面、协调、可持续发展,是未来经济发展的主轴。要适应新形势的要求,就必须与时俱进地调整利用外资的战略目标和政策,进一步提高利用外资的质量和水平。本文分析了我国利用外资的总体规模、外资来源结构、产业结构和地区分布的现状及存在的问题,结合目前我国利用外资面临的国内新形势和国际新形势,提出了提高利用外资质量与水平的建议。It is China＇s development of economy and opening to the world that entered a new period. As for the foreign economy, we must continously enhance the position of our nation in international division of labor to ensure that China＇s economy develops in a comprehensive, balanced and sustainable way, which is the main aim in future. To meet the new demand, we must adjust the strategic objectives and polices and to improve the quality of FDI. In my paper, I make an analysis on the scale of FDI in China, structure of the source of foreign investment, industrial structure and regional distribution and the existent problems. Connecting with the new domestic and international environment, I put forward some advice to improve the quality and ability of utilizting the foreign investment.
