摘　　要：党的十七大报告强调,要"坚持把发展现代农业、繁荣农村经济作为首要任务"。在中央的高度重视下,我国农村呈现出农业生产稳定发展,农民收入较快增长,农村社会和谐稳定的新形势、新特点。然而就在这一过程中,我国农业资源短缺、劳动生产率不高、竞争力不强、比较效益较低、农产品供应不足等现象依然存在。为确保农产品有效供给,本文认为应加快建立农产品供给保障机制,保证农业综合生产能力得以提高。民以食为天,农业是人们赖以生存的基础,抓好农业科技推广服务、农业信息服务、农产品质量安全保障服务,增强农业的资金投入是建设社会主义新农村的重要保证。The report on the 17th National Congress of the Communist Party of China emphasized the point of insisting on putting developing modem agriculture and fostering countryside＇s economy as the first charge. With the central government＇s high emphasis, our countryside＇s agricultural industry develops steadily, farmers＇ income increases rapidly and the countryside society is harmonic and stable. However, there are some problems appearing in this process, such as shortness of agricultural resources, low producing efficiency, weak competitive power, and so on. To ensure effective provisions of agricultural productions, this paper suggests constructing agricultural production security mechanism and insuring the improvement of agricultural comprehensive producing ability.
