摘　　要：公路BOT方式作为一种融资途径,在很大程度上缓解了基础设施建设资金短缺的压力。对于实行核准制的企业投资项目,项目申报单位须向核准机构提交项目申请报告。鉴于目前公路行业项目申请报告文本尚未发布,有必要将项目申请报告通用文本规定与公路BOT项目申请报告编制的实际工作相结合,对报告编制过程中应突出的、重点要解决的问题加以论述。As one of financing approaches, highway BOT mode from the shortage of funds for infrastructure construction. For enterprise effectively alleviates the pressure investment projects carrying out the authorization system, the project declaration unit must provide the project application reports to the authorization organization. In view of the present situation of having no published the project application text for highway industry, it is essential to combine the general text regulations for the project application report with practical compilation work of the application report for highway BOT project and elaborate the key point and problems in application report.
