解读变革进程中的基层政府管理——基于湖南4个乡镇的调查分析

摘　　要：以湖南四个乡镇的调查为基础,从治理规模、治理架构、人员配备以及雇员的工作和生活状况等几个方面,对当前乡镇基层政府管理进行了全面解读。研究发现,新一轮的乡镇行政管理体制改革在机构与人员精简方面已经取得了显著成效,土地规模、人口规模、经济规模有不断扩大之势,而行政管理规模正在不断缩小。乡镇政府的治理架构也日渐分化为核心与外围两大圈层,核心圈层相对较为固定,而外围圈层则存在明显差异。值得关注的是,新一轮的乡镇机构改革对于改变基层政府雇员的工作和生活预期并没有产生直接的推动作用。由于对乡镇政府雇员的激励机制和人文关怀的缺失,他们中间对现有工作和生活状况表现出不满的人员比例远远超出了人们的想象。要想建成一个远离"X非效率"并让百姓交口称赞的乡镇基层政府,除了要进一步深化机构改革和转变政府职能之外,还应该特别重视从工作和生活两方面对乡镇政府雇员给予激励和关怀。The paper overall analyse the present administration of the primary town and town-ship government from governmental scale.governmental structure, staff arrangement and employees＇working and life according to the investigation of four towns in Hunan. It finds out that the new round reform of town and town-ship administrative system has obtained notable effects in streamlining organization and employees. Land-scale, population-scale and ecomomy-scale emerge expanding trend, but administrative scale is lessening. The governmental structure breaks up as core and periphery gradually, and the core is relatively fixed＋ but the periphery exists obvious differences. It＇s worthy paying attention to that the new round reform of town and town-ship organization didn＇t direct chang the primary government employees＇ working and life expectation. The proportion of employees who are unsatisfied with present working and life situation is out of our imagination, because the town and town-ship government is lack of inspring mechanism and humane care for employees. To build a primary government being far away from ＂X Non-Efficiency＂ that is praised by commom people, except for further deepening reform of organization and transforming governmental function, we also should attach importance to giving inspiration and care to employees from working and life.
