长株潭城市群社会保障体系建设:问题与对策

摘　　要：建设统一的社会保障体系应是长株潭城市群建设的重要内容。当前,长、株、潭三地在社会保障领域与建设两型社会,统筹长株潭城市群发展还有一定的距离,有很多问题亟待解决,如农村社保是整个社保领域中的薄弱环节、管理体制分散政出多门、社会保障体各部分问题众多等。因此,建设完善的长株潭城市群社会保障体系,首先要确立长株潭城市群社会保障体系发展的思路和原则;其次,需整合社保工作机构,提高社会保障管理服务水平;第三要贯彻统筹发展原则,构建完善的社会保障体系。The construction of a unified social security system should be an important content for Chang-Zhu-Tan Agglomeration＇s developing. At present, the social security system in Changsha, Zhuzhou and Xiangtan is mismatched to the construction of energy-saving and environment-protecting society in Chang-Zhu-Tan Agglomeration. There is still a lot of questions to be resolved, such as the rural social security being weak aspect of the whole social security, the management system being decentralized and the various parts of the social security system existing many problems and so on. Therefore, the following measures should be taken in order to perfect the social security system in Chang-Zhu-Tan Agglomeration. Firstly, to set the principles for the social security system of Chang-Zhu-Tan Agglomeration. Secondly, to integrate social security agencies to improve the the services. Thirdly, to implement the principle of the coordinated development so as to build a sound social security system.
