摘　　要：实践证明，制度创新滞后是严重制约和影响武陵山区农村实现全面小康的根本根源。武陵山区地处湘鄂渝黔边区，在科学农地制度、公共财政制度、农村金融制度、农业科技制度、村民自治制度、农村教育制度、户籍制度、社会保障制度等领域存在明显的制度缺失。The practice shows that the low - level institutional innovation is the source of reasons for restricting the rural Wuling mountainous area from building the all - round well - off society. This area is located in the border area of Hunan, Hubei, Chongqing, and Guizhou, where there exist many problems in agricultural system , public budgeting system, rural financial system, agricultural S ＆ T system, villager self - governing system, rural education system , census register system social insurance system, etc.
