群体性事件中基层政府与农民利益冲突的原因及化解对策

摘　　要：本文从群体利益冲突的视角,探讨了群体性事件中基层政府与农民群体利益冲突的原因,并提出化解两者冲突的对策建议。要调和基层政府和农民群体利益的矛盾冲突,必须从政策法律上保护农民利益、从制度上减轻基层政府政治和经济上的重负,建立行之有效的农民利益表达机制以及加强对基层政府行为的监察力度。只有这样,基层政府和农民利益才能形成一个大体均衡、和谐发展、共同受益的局面,从而避免群体性事件的发生。From the conflict of colony＇ s interest, the article probed into mass incidents to discuss the interests conflict between grass - root government and farmers group and found out some countermeasures. In order to resolve conflicts between grass -root government and farmers group, policies and laws should be provided to protect farmers＇ interests, and regulations should be made to reduce the political and economical burden of the grass - roots government. Therefore, an effective mechanism to express farmer＇ s interests should be built up and a monitoring system on the government should be strengthened. Meanwhile, a generally balanced and harmonious development as well as mutual benefit can be formed in the interest of grass - roots government and the farmers group, so as to avoid the occurrence of mass incidents.
