摘　　要：作为区域经济发展的“后起之秀”，2008年1月国家批准实施《广西北部湾经济区发展规划》（以下简称“规划”），标志着北部湾经济区发展建设进入一个全新阶段，广西北部湾经济区发展机遇已经到来。但必须承认，与东北振兴计划、浦东新区、滨海新区等相比.As the ＂rising star＂ of regional economy.
