摘 要:可中断负荷(interruptible load,IL)作为用户参与电力市场的一种方式,最直接的影响是为供电公司提供另外一种可供选择的备用资源,在这种环境下,供电可靠性成本的内容也发生了变化,相应的可靠性电价计算模型也应有所调整。首先给出可中断负荷参与备用市场下可靠性电价定价流程,在此基础上量化了IL由于减少系统备用风险购电成本和电网投资改造风险成本而产生的经济效益,最后根据我国国情给出了可靠性电价的定价模型。算例分析表明,可中断负荷参与备用市场可为供电公司节约大量的可靠性投资成本,使其规避高购电电价和高投资的市场风险,进而降低用户支付的可靠性电价。As a mode for customers to participate in electricity market, the most direct influence of interruptible load (IL) is to offer another optional backup resource for power supply company. Under such a condition, the content of the cost for power supply reliability will be varied and corresponding reliability pricing calculation model should be adjusted to some extent too. In this paper, at first the flowchart for reliability pricing under the participation of ILs in reserve market given; then on this basis the economic benefit brought by ILs due to the reduction of both systematic reserve risk costs and the power system investment and renovation risk costs is quantified; finally according to concrete condition in China the pricing model for reliability price is determined. Case study results show that power supply company can save a lot of reliability investment costs due to the participation of ILs in reserve market, and the market risk from high power purchase cost and high investment can be evaded, and then the reliability price paid by consumers can be reduced.
