完善检验检疫行政执法责任制的研究

摘　　要：检验检疫是一种重要的涉外行政执法活动,完善检验检疫行政执法责任制势在必行。检验检疫行政执法责任制以现代管理学的科学系统理论为指导,以"以人为本"的行政执法理念,以可持续发展的要求为基本方式,是质量管理、绩效管理、能级管理"三位一体"综合行政管理体系。它要求完善执法依据的梳理工作、执法权责的规范工作、执法责任的落实工作、执法人员的教育培训工作,并建立执法责任制信息化平台。Inspection ＆ Quarantine is an important action of administrative execution involving foreign elements. With the development of Reform and opening up and prosperity of foreign trade, Inspection ＆ Quarantine becomes more and more important, and it is imperative to perfect the responsibility system of administrative execution on Inspection ＆ Quarantine under the situation. This responsibility system should be directed by system theory in modern management science and the idea of administrative execution of people - oriented, and is demanded to realize Sustainable development. It is a synthetic administrative system including quality management, performance management and level management. In this system, we should sort out legal basis of execution, set the norms of power and responsibility, implement the responsibility, educate law - executors, and establish informative flat of responsibility system.
