摘　　要：介绍了开放存取的定义与实现模式,重点介绍了开放存取在发展过程中遇到的几个问题,主要包括质量控制问题、版权问题、经费问题、科研绩效评价体系对开放存取的影响以及技术方面的问题等,并针对这几个问题提出了相应的解决方案与应对措施。This paper introduces the definition and implementation model of. the Open Access, focusing on some problems existing in the development of the Open Access such as the quality control, the copyright issues, the financial implications, and the influences of scientific research performance evaluation system on the Open Access, etc., and puts forward some corresponding solutions.
