摘 要:在当前我国进入全面建设小康社会的新的历史时期,以科学发展观为指导构建和完善符合中国实际的政府绩效管理体系成为当前政府改革的重要议题。本文对当前我国政府绩效管理实践中存在的问题进行了深入分析,在此基础上提出,新时期中国政府绩效管理体系的构建和完善必须以科学发展观为指导,突出民主性,推动政府职能转变,并从指标体系构建、评估主体暨群众参与度、绩效观念、反馈机制、制度化及规范化等五个方面进行改进和完善。In the new historic era for China to enter the overall construction of well - off society, one of the important topics for current government reform is to build and improve a government performance management system that conforms to Chinese reality and also follows the Scientific Outlook on Development. This paper deeply analyzes the problems in the practice of Chinese government performance management, and proposes that building and improving a Chinese government performance management system in the new era should be under the guidance of Scientific Outlook on Development, give prominence to democracy, promote the transformation of governmental functions, and focus on the improvement and perfection of indicator designing, evaluator and/or public participation, performance conception, feedback mechanism, and institutionalization and standardization.
