摘 要:《突发事件应对法》第32条初步建立了我国的应急物资储备制度,单行法律中也有个别规定。本文通过分析民政救灾物资和防汛物资储备制度的现状,发现我国的应急物资储备制度存在诸多问题,应当从以下几个方面进行完善:在各级政府应急委员会下增设应急物资储备领导小组,作为应急物资储备管理机构;保障应急物资储备的资金来源;明确应急物资储备活动中各类主体的权限与关系;建立多元化的应急物资储备方式。Article 32 of the Act on Tackling Emergency Affairs initially sets up the emergency materials reserves system in China, and so did several separate laws. However, many problems of the system were discovered according to the analysis of current rescue materials and flood control materials systems in our civil administration. The following aspects should be improved, namely, adding leading groups of emergency materials reserves to governmental emergency committees as the administration organs at all levels, safeguarding the capital source of the reserves and defining auhority and relationship among various subjects in related activities, as well as establishing diversification pattern of emergency materials reserves.
