摘　　要：公共政策制定过程中的公民参与问题一直受到学界和政府的关注。信息技术催生了网络参与这一形式,本文力图研究网络公民参与形式所呈现的特点,通过实证调查剖析网络参与的现状及主要参与人群状况,并针对现实问题提出相应的政策建议,以使网络参与真正成为公民参与公共政策制定的有效手段。Citizen participation in the process of public policy making is always focused by both scholars and governments. The development of information technology catalyzes the birth of the form of internet participation. This article tries to study characteristics of citizens＇participation using internet, analyzes the present situation of intemet participation and its main participators group, and addresses corresponding suggestions to policies according to practical questions. It is to make internet participation an effective method for citizens to participate in public policy establishing process.
