摘　　要：改革开放以来,随着我国工业化、城镇化以及现代化步伐的加快,我国农村剩余劳动力大量涌入城市,形成了蔚为壮观的"民工潮"。然而,在"民工潮"汹涌澎湃之际,也出现了一个新的现象,即大量外出人员的回流和回归。通过分析回流现象背后的原因,探讨回流给社会所带来的冲击和影响,从而找出妥善、积极应对"民工潮"回流的有力措施,这对于有效解决我国农村剩余劳动力的转移问题,促进我国社会主义新农村建设,加快我国工业化和现代化的发展进程,具有十分重要的意义。Since the reform and open policy, along with our country industrialization, the urbanization as well as modernized step＇s quickening, our country unified purchasing of farm produce by the state according to fixed quotes has emerged the city massively, has formed ＂tide of laborers＂splendid sight. However, when ＂tide of laborers＂ surging forward, also presented a new phenomenon, namely massive outbound personnels＂ backflow and return. Through analyzes behind the backflow phenomenon the reason, the discussion backflow the impact which and the influence brings for the society, thus discovers deals with ＂tide of laborers＂ positively properly, the backflow effective measures, this regarding the effective addressing our country unified purchasing of farm produce by the state according to fixed quotes＇s shift question, promotes our country socialism new rural reconstruction, speeds up our country industrialization and the modernized development process, has the very vital significance.
