摘　　要：农村劳动力转移是社会主义现代化进程中不可或缺的重要内容。通过我国农村劳动力转移历程的分析,政府行为变迁直接决定着我国农村劳动力转移进程的快慢。实施农村劳动力转移战略应该充分发挥政府主导作用。政府行为是当前和今后制约我国农村劳动力顺利转移的首要问题。立足于现代化和城市化建设的要求以及农村劳动力亟待转移这一现实国情,政府应该在与农村劳动力转移密切相关的土地制度、迁移自由、就业环境以及社会保障等方面有所作为,切实推进农村劳动力转移战略的成功实现。It is indispensable that the Transfer of Rural Humar Resources is key factor for socialist moaernization. Througn analysis on the Transfer of Rural Human Resources in China. the Transfer of Rural Human Resources is directly decided Dy Government＇s conauct. To implement the strategy of the Transfer of Rural Human Resources, we should oay attention to Government＇s conduct. So the Government action is restricted or smooth in the strategy of the Transfer of Rural Human Resources. Based on construction of modernization aria urbanization, the Government neea to investigate something like the land system, freedom of movement, she Situation of employment and so on, that is closely related to the strategy of the Transfer of Rural Human Resources. If that, the strategy of the Transfer of Rura- Human Resources would come true.
