摘　　要：根据我国的立法实践,行政立法在建国之后就出现了。但制度意义上的行政立法是到1982年宪法颁布后才正式确立的。自此,行政立法被逐步纳入到法治轨道中。通过对行政立法发展进程的回顾,可以看到,行政立法大致是沿着从制度外到制度内、从缺乏监控到程序监控、从形式规范到实质监督、及至全面完善的轨迹发展。According to practice, administrative leg islation appears from the found of our nation. But administrative legislation that was actually established by the system of law was after the promulgation of the constitution in 1982. From then on, the administrative legislation is gradually regulated by law. Looking back on the developing process of the administrative legislation,we may see that the administrative legis lation is approximately developing from out of the system to in the system, from lack of regulation to the regulation of procedure, until the comprehensive regulation by law.
