摘　　要：反恐怖预警机制是参与反恐怖预警工作的职能部门、相关组织和个人就反恐怖预警工作有效运行所形成的相互关系的总称。反恐怖预警机制有内部预警机制和外部预警机制两种类型。反恐怖预警机制包括组织建设、组织运行、组织保障三个结构性方面。"9.11事件"之后美国从组织建设、组织运行等方面大刀阔斧地改革了执法和情报部门,提升了反恐怖情报建设和预警工作的地位。Early warning mechanism for counter - terrorist in U. S. A is the relationship among the factors which participate in the action of early warning mechanism for counter - terrorist, such as functional departments, organizations concerned and personal, they work together and condense an effective practice power which is the early warning mechanism for counter - terrorist. The early warning mechanism for counter - terrorist in U. S. A includes inter - early warning mechanism and outer - early warning mechanism. There are three constitutional parts of organization construction, organization practice and organization guarantee in early warning mechanism for counter -terrorist in U.S.A. After ＂9 ·11 ＂ event, the law enforcement and information organizations have been reformed in organization construction and practice to enhance the early warning mechanism for counter - terrorist in U. S. A.
