摘　　要：突发事件预警管理体系主要由预警收集系统、预警分析系统、预警决策系统和预警执行系统构成,具有信息收集、数据处理、预警对策、风险评估、趋势预测等多种功能。突发事件预警管理体系的运行以预警收集为基础,以预警分析为重点,以预警决策为核心,以预警执行为目标。预警过程包括警源监测、警兆识别、警情分析、警度评估、警报发布和排警建议。Management system on early warning of meeting emergencies includes collect system, policy decision system, and enforcement system, there are a lot of functions such as information collection, data manage, early warning countermeasure, risk assess and trend prediction. Among them, the collect system of early warning is the foundation, the analysis of early warning is the key point, the policy decision system of early warning is the heart, the enforcement system of early warning is the target. There are such as follows： the survey of police resource, identification of police sign, analysis of police circumstances in the process of early warning.
