摘　　要：系统环境变迁是思想解放的前提。随着系统环境的变迁,原有的结构—功能难以适应,政府通过结构—功能的调适,即思想解放与制度改革,达到结构—功能与系统环境之间的均衡,从而实现国家的政治与经济绩效。As original structure - function is unavailable to meet the transition of systematic environment which is the premise of ideological emancipation, government should balance structure - function and systematic environment to realize national political and economic performance by the adjustment of structure -function including ideological emancipation and systematic reform.
