摘　　要：以我国第三次分配的现状为背景,通过对其在运行过程中存在一系列问题,即行政色彩浓厚、制度缺失和运作能力不足等诸多方面的深入剖析。提出加快立法和制度安排;完善慈善组织自身建设;发挥媒体的宣传和动员作用;鼓励企业捐助和广泛动员社会力量等五个方面构建具有中国特色的第三次分配的主体思路。This article analyses a number of current problems, such as strong administrative manipulation, lack of institution, operation disability and so forth in the operation of the third distribution in China. Aiming at building the third distribution system in China, this article puts forward solutions from five aspects： to speed up legislation and institution construction , to optimize charity organization construction, to take advantage of the propagating function of the media, to encourage enterprise donation and to activate social forces.
