摘　　要：建立以民意为基础,以法制为保障,以自治为目标导向,并实现社区社会资源配置最优化和公共利益最大化的管理模式,推进城市社区管理现代化进程。To establish the mode for the base as public opinion, the protection of the rule of law, and self-government as the goal-oriented, community and society to achieve optimal allocation of resources to maximize the public interest and management style, so as to promote the process of modernization.
