摘　　要：十六届五中全会所提的建设"社会主义新农村",是在统筹城乡发展的大背景下,在工业反哺农业、城市支持农村的新阶段,农村经济、政治、文化建设的总称。现在我国"社会主义新农村"建设面临千载难逢的发展时机。我国政府已经把民生问题提升到前所未有的高度。完善农村的社会保障体制,给予农民公平的教育机会,保证农民平等的政治权利,向农民提供向上流动的渠道,才能从根本上缩小城乡差距。Fifth Plenary Session of the 16th raises the construction of the socialist new countryside. Under the big background of co - ordinating the urban and rural development, it is the rural economy, political, the cultural reconstruction general name in the new stage industry nurturing agriculture, the urban supporting the rural. Now China＇s ＂new socialist countryside＂ construction is facing the lifetime opportunity of development. Our government has promoted people＇s livelihood issues to an unprecedented height and tried its best to improve the rural social security system ,to give farmers a fair opportunity in education and to ensure that farmers equal political rights in order to reduce the gap between urban and rural areas radically.
