摘　　要：地方政府绩效评估系统是地方政府绩效评估各子要素的整合,是地方政府绩效评估活动开展的重要载体和实现基础。在地方政府绩效评估研究取得一定成绩的阶段,进行进一步改进和完善地方政府绩效评估系统的研究需要找到一个新的切入点和突破口。标杆管理作为一种成熟的企业绩效管理模式,有利于从改进评估标准、评估流程设定角度完善地方政府绩效评估系统,从而深化对地方政府绩效评估的研究。Local government evaluation system is the specific elements conbination of local govenment uerformence evaluation, which is the crutial carrier and realistic foundation in local government evaluation system activities. Further improving and perfecting the reseach of local government evaluation system needs a newly cutpiont and breakthough when the reseach of local government evaluation system has made certain achievement. Pole management as the mature model of enterprise performence management benefits the local government evaluation system rcscach from the angle of improvement of evaluation standard and evaluation processure.
