摘　　要：本文试图通过对我国30年来城乡收入差距的实证分析,找到城乡收入差距不断拉大问题的原因,以及缩小城乡发展差距、统筹城乡发展的关键所在,进而提出有关政策建议。从本文数据分析看,我国城乡居民收入差距拉大的原因主要有两方面:一是"放活"农民的制度创新不够;二是政府轻农和政策不连续。十七届三中全会决议对这些问题均有所回应。本文就全会决议有关制度创新的决策执行,从制度的决策执行主体和政策资金的使用效果两方面提出建议。Through an empirical study on income changes in China＇ s rural and urban areas during 1978 -2007, this article uncovers the causes that have led to expanding rural - urban income gaps in China and explores key measures that can be used to narrow down the rural - urban income gaps. The causes are mainly in two aspects ： one is lack of institutional innovations for emancipating rural labour force; the other is the government despises the agriculture and its policies are not successive. The third Plenary Session of the 17th Communist Party of China Central Committee has responded these problems to certain extend. This article puts forward suggestions on execution of institutional innovations of the session＇ s decision in two aspects ： the executive body of policies and the use of policy expenditure of the government.
