广西新农村建设中乡镇群众体育管理现状与发展趋势分析

摘　　要：为顺利推进广西新农村建设,广西自治区、政府于2006—2007年在南宁市下辖部分地区开展社会主义新农村建设试点。为研究试点过程中乡镇群众体育管理现状及发展趋势,采用田野作业法、访谈法、问卷调查法等,以乡镇群众体育管理元素的调查数据为基础,结合各级体育局的相关文献资料,分析得出,广西新农村建设试点后,乡镇群众体育管理机构设置变化不明显,但办事效率有提高迹象;体育活动指导文件有所增多,但落实到具体实践上还有待加强;经费来源渠道不少,但分散到各乡镇后经费数量却极为有限;在乡镇体育场(馆)规划建设上有的提高,落实到实处还需加以时日;新农村建设对广西乡镇群众体育健身俱乐部与协会的发展有推进作用;委托高校培养社会体育指导员后,对于乡镇社会体育指导员数量、质量、指导能力的提升有较大帮助等。In order to promote the construction of new countryside in Guangxi, the party committee and the government of Guangxi Zhuang Autonomous Region made a decision to develop some pilots in the city of Nanning and its districts, make a research of the management status and developing trend of rural mass sports of the pilots, the members of subject have made systematical researches on the basis of relevant documents and files from the sports bureau of all levels and the investigating statistics of rural mass sports administration. It comes to a conclusion that the change in organization establishment is not apparent and the working efficiency has been improved. There is no much variety in the constitution of administrative staff, the guiding documents increase yet the implementation needs improving. There are many financial resources but the amount for the towns is limited, the quality in the planning and perspective construction of rural stadiums is improved yet, and still take long time to put it into practice, the construction of new countryside will positively promote the development of the clubs and associations of rural mass sports. It will be also greatly helpful for colleges and universities cultivation of social sports instructors both at quantity, quality and guiding capability.
