摘　　要：在主导经济思想周期性循环的宏观背景下,港口体制也不断在公共管理和民营化之间变更。以港口部门的公共性与商业性的关系为主线,考察了港口体制的历史变迁,并指出其双重属性的融合。Under the circumstance of the circle of dominating economic theories, port models also change between public management and privatization. This paper studies the history of port management along the line of the relationship between public and private, and then points out the combination of it＇ s two characters.
