加强网络与资源能力建设的思考

摘　　要：信息内容的数字化、网络化进程正在从根本上变革科技信息(情报)机构的信息服务理念、手段以及方式方法,从偏重信息资源能力转变为同时加强网络和资源"两种能力"建设,已经成为新形势下稳定提升科技信息(情报)机构的服务质量水平的重要保障。本文对该命题作了比较深入细致的理性思考,提出了有针对性的重点工作任务和推进措施。The digitalization and networking process of information content is radically changing the philosophy, approach and method of information service of sci - tech information （intelligence） institutions. The focus has shifted from previous information resources capacities to parallel network and resource capacities, and this priority has become vital guarantee for improving service quality of sci-tech information （intelligence） institutions under new circumstances. In this paper the author gives thorough and reasonable thinking to above topic, and proposes corresponding key tasks and countermeasures.
