摘　　要：为应对当前金融风暴和振兴国内经济,国务院出台了扩大内需十项措施,加大对民生工程、基础设施等的全面投入,促进经济平稳较快增长。在此战略背景下,因应战略投资方向协调就业—居住关系,推动社会公平和公共服务设施均等化,顺应区域一体化趋势下的城市发展空间重构,突出乡村主体性的城乡一体化规划新模式,成为城市规划的重要内容。The state council has announced ten major programs to boost the domestic economy and promote steady economic growth during the global financial crisis. These programs call for increased investment in infrastructure and public facilities. Urban planners should play a macro-level role in implementing these programs. Planners can effectively coordinate employment-residence relationships, boost social justice through the even distribution of public services, restructure urban space, and emphasize the role of the village in the new urban rural integrated planning model.
